I like the illustrations a lot more than the story, though I find the part where Tim "will shout" to Joan particularly amusing, as "will" to me suggests it's common courtesy to shout because it's protocol. And then to think of Tim's big, bulgy head shouting as its tiny body resists the weight of his cranium.
In all seriousness though, I find the characters to be hilarious and the backgrounds quite wacky and playful so I'm sure it will attract to children well. I just wish the story was better written.
